William is CECU’s Director of Government Affairs and contributes to the association’s legislative and policy outreach with policymakers on Capitol Hill and heads CECU’s engagement with the Department of Veterans Affairs. Additionally, he will help foster external partnerships to expand opportunities for CECU and member schools.

Before joining CECU, William advanced client interests within Congress and the Executive branch as the Senior Legislative Associate at a specialized government affairs and advocacy firm. His work focused on promoting youth mental health through K-12 curricula and professional development and advancing policies supporting college students’ health and campus safety. He was instrumental in securing the introduction of bipartisan legislation and resolutions, as well as garnering support for congressional funding.

William also brings leadership and international policy experience from his time as a manager at a transatlantic security and human rights oversight commission. Appointed for this position by the commission’s Co-Chairman, he led staff in preparing legislation, briefings, hearings, and messaging on U.S. and European security and cooperation.

William began his policy career on Capitol Hill, where he worked for a Democratic Member of Congress from Tennessee, successfully introduced bipartisan legislation addressing human trafficking, and led efforts to combat food insecurity in regions facing drought, famine, and chronic hunger.  

William holds a Bachelor of Business Administration from the University of Memphis and a Master of Arts and Liberal Studies from Georgetown University.
